Who can file a complaint
A complaint may be filed by any person who believes a violation of state or federal organic regulations or statutes has occurred.

How are complaints filed
You may file a complaint with the State Organic Program (SOP) by completing the attached complaint form. The SOP accepts complaints via phone, email, mail, or fax.

What information is needed
When you report a suspected violation, be prepared to provide as much detailed informations as possible. (Who, What, When, WHere, How, and Why?). Include the name of business or person(s) allegedly in violation, (including address and phone number, if known), including the date, time and location of the incident. Please cite reasons why you believe a violation has occured and include any other pertinent details. You can file a complaint anonymously; however, including your name and contact information will aid the investigation process.

How does the SOP respond to complaints
SOP staff will review all complaints and determine the appropriate entity to resolve these issues, e.g., applicable certifying agents, agricultural commissioners, SOP, California Department of Public Health, or the National Organic Program.

Complaints involving processing or processed organic products

Processed organic products are regulated by the California Department of Public Health (CDPH). For complaints involving processing or processed organic products except for dairy and minimally processed meat please direct your questions or concerns to:

Complaints involving organic input materials (OIM)

Organic input materials are regulated by the Departments Feed, Fertilizer and Livestock Drugs Regulatory Services Branch (FFLSRS), more specifically the Fertilizing Materials Inspection Program. For complaints involving input materials including fertilizers and soil amendments please direct your questions or concerns to:
