Who can file a complaint with CDFA
A complaint may be filed by any person who believes a violation of state or federal organic regulations or statutes has occurred for any raw agricultural product marketed or sold as organic in the state of California.

What information is needed
When you report a suspected violation, be prepared to provide as much detailed information as possible. (Who, What, When, Where, How, and Why?). Include the name of business or person(s) allegedly in violation, (including address and phone number, if known), including the date, time and location of the incident. Please cite reasons why you believe a violation has occurred and include any other pertinent details. You can file a complaint anonymously; however, including your name and contact information will aid the investigation process.

How does CDFA respond to complaints
CDFA staff will review all complaints and determine the appropriate entity to resolve these issues, e.g., CDFA’s State Organic Program (SOP) applicable certifying agents, agricultural commissioners, or the National Organic Program (NOP).

How to file a complaint with CDFA
You may file a complaint with CDFA’s SOP by email, phone, mail, or by selecting the File a Complaint option below.
Please do not file a complaint with CDFA for complaints regarding processing or processed organic products except for dairy, minimally processed meats, and cottage food operations (CFOs).

Complaints involving processing or processed organic products

Processed organic products are regulated by the California Department of Public Health (CDPH). For complaints involving processing or processed organic products (except for dairy, minimally processed meat, or CFOs) please file your complaint with CDPH by email, phone, fax, or mail:

Complaints involving organic input materials (OIM)

Organic input materials are regulated by the Departments Feed, Fertilizer and Livestock Drugs Regulatory Services Branch (FFLSRS), more specifically the Fertilizing Materials Inspection Program. For complaints involving input materials including fertilizers and soil amendments please direct your questions or concerns to:
